What is a Special District?
We commemorate Special Districts Week to encourage customers to be involved in their community and be civically engaged with their local government.
Hi-Desert Water District is a special district formed on December 14, 1962, pursuant to Division 12, Section 30321 of the California Water Code, to provide drinking water service for a growing population in Yucca Valley, California near the Joshua Tree National Park.
We are governed by a Board of Directors elected by the registered voters in our service area.
Our water service area spans 57 square miles and includes over 300 miles of pipeline. View the Local Agency Formation Commission (LAFCO) Map of our boundaries and the last review of service completed in 2010 by LAFCO.
We provide water to the Town of Yucca Valley and a portion of the unincorporated area of San Bernardino County.
We serve more than 11,000 active water service connections in a 57-square-mile service area and operate 16 storage tanks, 13 wells, and maintain more than 312 miles of pipeline.
Committed to delivering the highest quality drinking water and sewer services at the most affordable cost, we remain vigilant in addressing the challenges of new regulations, water protection, groundwater management, water conservation, community outreach, and education, all while serving our community's needs.
The Hi-Desert Water District also acts as the court-appointed Watermaster for the Warren Valley Basin, safeguarding our groundwater. The District spearheaded the funding and construction of the Morongo Basin Pipeline to correct the historic overdraft of the groundwater basin in Yucca Valley. We purchase water from the Mojave Water Agency, our State Water Contractor, to import water from Northern California via the Morongo Basin Pipeline to replenish the Warren Basin.
Furthermore, HDWD has constructed and now operates a centralized sewer system and wastewater reclamation plant to protect the groundwater from septic system use and to meet the needs of both current and future customers. We manage the first phase of the centralized Wastewater Treatment Plant in the Morongo Basin, with a capacity to treat 1.2 million gallons of wastewater daily.
Special Districts Week, May 19-25, 2024 will be proclaimed by the State Legislature with approval of Assembly Concurrent Resolution (ACR) 163.
ACR 163 is sponsored by The California Special Districts Association (CSDA), a statewide association representing over 1,000 special districts and affiliate organizations throughout the state. Special districts are local government entities created by a community’s residents, funded by those residents, and overseen by those residents, to provide specialized services and infrastructure.
