The Fish & Game Commission adopted the Western Joshua Tree Conservation Plan (Plan) on August 15, 2025, in compliance with the Western Joshua Tree Conservation Act (Act). The Act is the law passed by the legislature in 2023 through a budget trailer bill, and the Plan is the resulting document that guides how to conserve and manage the western Joshua tree. The Act requires the commission to review the Plan biannually, beginning in 2026. This review process commenced with an online information session on January 13th, during which the timeline for public comments and the adoption of any revisions was provided.

Western Joshua Tree Conservation Plan updates:

  • Comments due February 27 before 5 p.m.  Email to WJT@wildlife.ca.gov.
  • A revised draft Plan will be published in April or May.
  • The draft Plan will go to the Commission in June.
  • The Fish & Game Commission will consider adopting the updated Plan in August 2026.

Western Joshua Tree Conservation Act Fees:

  • CDFW held a public meeting on January 29, 2026 to explain the process for fee review. The recommendation will be to increase revenue for conservation efforts, while providing some relief to single-family residential properties.  Comments are due February 27 before 5 p.m.  Email to: WJTRegulations@wildlife.ca.gov
  • CDFW will release a statement of reason for adjusted fees in April 2026.

Phase 2 Sewer Project Construction 

The Phase 2 Sewer Project construction is complete in the Country Club neighborhood. 

Construction is in full swing south of Onaga between Sage and Acoma. Alta Loma Estates, Copper Hills Homes & Sky Harbor neighborhoods will be next. Paving will begin the week of February 9th on Onaga Trail.

Residents and travelers may experience road closures, limited access, and detours. Properties in the active construction zone will have limited access.

From Our Team To Our Community

Hi-Desert Water District employees came together in December with big hearts and a shared goal—giving back! Through their own generous contributions, staff raised money to support the local community. In January, some of the members of the District’s employee committee met to spread some joy, selecting two outstanding local nonprofits to support: the Boys & Girls Club of the Hi-Desert and the High Desert Pregnancy Clinic.

Each of these 501(c)(3) organizations plays an important role in serving the Morongo Basin. District staff were excited to visit their facilities, learn more about the incredible work they do, and personally present each organization with a $750 donation.

California Water Supply: What Customers Should Know


Reservoirs across the state are in good shape, entering the year slightly above average. Major reservoirs, including those connected to the State Water Project, have solid carryover storage from prior years. Snowpack is currently below normal for this time of year, especially in Northern and Central California. Snowpack acts as a natural reservoir, so less snow can mean less runoff later in spring and summer.

The State Water Project began the year with a conservative initial water allocation, which is normal early in the season. Allocations may increase if winter and spring storms improve snowpack and runoff. Even in years with decent storage, water supplies remain highly dependent on weather.

Bottom line for customers

California’s water system is starting the year from a relatively stable position, but conditions can change quickly. Using water efficiently and avoiding waste remains important, regardless of year-to-year conditions. Conservation helps stretch supplies, protect groundwater, and maintain reliability during dry periods.
