Phase 1
All Phase 1 properties that have access to sewer service but remain unconnected—and continue discharging from septic systems—are in violation of the State of California septic discharge prohibition. The Regional Water Quality Control Board has issued notification letters and will initiate enforcement action directly with each property owner.

State Septic Discharge Prohibition
The State of California Regional Water Quality Control Board adopted revised Yucca Valley septic discharge prohibition dates. Properties in Phase 1, where sewer is available, are required to connect. Phases 2 and 3 have been combined to one compliance date of December 2031, or connection to sewer within 180 days (6 months) of sewer becoming available.

What happens if I do not connect?
The Colorado River Basin Regional Water Quality Control Board (Regional Water Board) has adopted a septic tank prohibition for areas of Yucca Valley. Failure to abide will result in penalties up to and including property liens. The Regional Water Board may be able to work with property owners with extenuating special circumstances.
