Phase 1 Sewer Connections

The majority of properties in Phase 1 are connected in compliance with the State Water Board's septic discharge prohibition as outlined in the Basin Plan amendment. Properties that are not connected in the Phase 1 area must connect to the sewer system or get an exemption through the Colorado River Regional Water Quality Control Board.

Phase 2 Sewer Connections

Property Owners will be notified when the sewer line is complete and ready to connect. Property owners will be responsible for the costs of connecting to the sewer lateral at the property line and decommissioning the septic system. The average property connection is about $5,000, but the actual cost will vary depending on distance, improvements like driveways, block walls, landscaping, and other factors. It is recommended that property owners contact licensed contractors to get estimates for their property. Property owners may complete the work themselves if they obtain the proper permits, complete the work to code, and pass the final inspections. Permits are issued by the Town of Yucca Valley, and final inspections are performed by the Town and the water district.

Steps:

Property owners will receive private property sewer connection notifications identifying their timelines.
Property owners will determine who will perform the sewer connection construction, identifying the Applicant.
The Applicant is identified as the person and/or company responsible for the construction of the connection.
Applicant(s) must locate the sewer connection diagrams and confirm they will follow the designed Plot Plan.
Applicant(s) must submit signed Acknowledgement Form to District.
The District will then issue the Phase II Sewer Verification Document for Permitting with the Town of Yucca Valley (TOYV).
Applicant will then obtain permit from Town of Yucca Valley (Follow TOYV septic tank abatement steps).
Construct work and follow-through with HDWD and Town of Yucca Valley inspections.

Measure Z

Measure Z is a local sales tax measure to reduce the costs of the sewer system assessment payment for property owners per year.

In the annual property tax assessment for the Phase 1 Sewer Project (AD 2014-1) is reduced by almost 50% on the annual property tax bill.

As a special measure, all Measure Z funds are only spent on reducing the costs of the sewer system. Measure Z equitably reduces the costs of the sewer assessment for all properties subject to the Assessment District 2014-1 charges.
